Council Minutes - November 2021 HALFORD PARISH COUNCIL Minutes Meeting held on 3rd November 2021 Halford Village Hall at 6.00 p.m. Meeting closed 6.30 p.m. Present: Cllrs Black, Gale (Chair) and Noon Clerk: Karen Parnell No members of the public were present To note the resignation of Cllr Paul Abernethy: SDC have been informed of the vacancy created. 1. Apologies Cllr Sarah Whalley, WCC Cllr Izzi Seccombe and SDC Cllr Penny-Anne O Donnell 2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from May 2021 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter. Approval of minutes of meeting held in September 2021 Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2021 and were duly signed by the chairman. 4. Matters arising and new matters A) Village Maintenance Drainage through Halford to the Ettington roundabout was discussed - Jetting of the drains will be enabled by WCC. Flooding on the roundabout will be monitored. SDC will be asked to clear a volume of heavy leaves in Halford in due course. PCC trees are being maintained and works are being progressed. B) To consider a donation to Village Voices The PC agreed to a £ 100.00 donation payable at the January meeting. 6. Finance Budget - Precept 2022/23 The budget was expounded upon by the Clerk and the precept for 2022 - 2023 was agreed unanimously by the Council to be set at £ 7,200 (No increase). Proposed: Cllr Gale - Seconded Cllr Noon and agreed. Levels of reserves and church repairs were discussed. A maximum of £ 10,000 will be dedicated to works at the church (Allocated from PC reserves). 8.
